New Zealand standard NZS 2772.1:1999 Radio Frequency Fields Part 1: Maximum Exposure Levels 3KHz to 300KHz sets exposure limits based on international guidelines.  The guidelines are for protecting people's health and are very conservative. 

These guidelines are published by the ICNRP- International Commission on Non-Ionizing Radiation Protection and endorsed by the WHO- World Health Organization.

New Zealand Ministry of Health has measured exposures around New Zealand and have found the exposures to be typically less than 1% of the limit allowed in the NZ standard.
