Cameras that are based on analogue technologies have reached the limit of performance.  IP based has attained 1.3 megapixels and even further up.  Analogue is about ¼ of megapixels and this difference is obvious on video footages. 

With IP being the new platform, further works are being done for improvements and this means the differences will get wider and wider over time until total replacement takes place.  The current situation is a case of balancing fitness of purpose with cost budgeting. 

Strictly speaking, fitness of purpose should decide the budget and we look for a solution giving us the lowest cost of ownership.
