The first option is known to the whole world- by cutting corners. The second option is counter-intuitive but normally practised by professionals. It is to spend extra money to work out the least cost approach while keeping all essentials intact.

Compucon has done a big system of 156 cameras for a big site of about 700 apartments as a retrofit. Pre-construction designs involved 7 options each with specific merits and tradeoffs. It was an interactive process involving the client. The end result is that the project price was by far the lowest of all tenders.

How often should engineering design be done prior to installing a video surveillance system? All sites are different and pre-construction design is mandatory even if the client has already determined the locations for placing cameras. Installing a video surveillance system as a retrofit is a lot harder to install than if the building has not been ‘closed in’ either for renovation or during the original build stage. There may be firewalls and passive fire protection conditions to satisfy. There may be concrete to penetrate and building structure must not be touched. In all scenarios, pre-construction design is mandatory and especially so for a big system or a big site.
