CCTV is Closed Circuit Television.

It refers to a scheme consisting of a video camera for surveillance and a monitor for display of the video images transmitted via a closed circuit.   The transmitted video is not open to any outside parties unless pre-arranged.  It is not the same as broadcast television in any respect other than the use of TV set for display in the olden days.  CCTV is mostly used for security or traffic surveillance.  CCTV may include or exclude recording of video footage for future reference.
